What to specify for Cat Lai.
Volume routes through Cat Lai (Ho Chi Minh City) for the southern mills and the Mekong aquaculture belt, and Hai Phong for the north. Feed imports are regulated by the Department of Livestock Production under the Ministry of Agriculture and Rural Development (MARD). The requirement to plan around: Vietnam requires a Certificate of Free Sale, or equivalent from the competent authority in the country of origin, for feed ingredients listed under National Technical Regulation NTR 01-78:2011 — a list that explicitly covers corn, rice, wheat, soybean and oilseed meals, so DDGS and rice protein fall squarely within it.
